EUROPE: Minimum salary requirements for work permits increased

Many EU and non-EU countries revise their minimum salary requirements for work permits annually. As per 1 January 2019, the new minimum salary requirements for certain EU countries and Turkey are as follows:

Austria   €4.447,- Red-white-red card: - Graduates AU universities: €2.349,- - Younger than 30: €2.610,- - Older than 30: €3.132,-
Bulgaria Must surpass the local employees’ salary for the same position. Must be 1.5x higher than the average gross salary (based on data gathered over the last 12 months before the contract sign date) Low skilled applicants: 560,- lev   Local hires and assignment salaries cannot be less than the national minimum wage.
Czech Republic     Low skilled applicants: 13.350,- koruna
Denmark     Pay Limit Scheme: 426.985,06 kroner per year (DKK 35.583,- per month)
Finland   €4.732,- Low skilled applicants: €1.211,- per month
France     Low skilled applicants: €1.521,22 per month  Passport Talent (on assignment): €2.738,20 per month  Salarié qualifié: €3.042,44 per month
Germany   - For non-shortage occupations: €53.600,- per year, or €4.466,67 per month. - Shortage occupations: €41.808, - per year, or €3.484,- per month.  
Luxembourg €2.485,32   Non-highly skilled applicants: €2.048,54  Highly skilled applicants: €2.485,32
The Netherlands   € 5.272,- Graduates NL universities: €2.364,-  Younger than 30: €3.299,-  30 and older: €4.500,-
Poland New minimum salary for ICT and posted workers depends on voivodship (administrative region). Check your voivodship office for further information.   Local contract: 2.250,- złoty  
Portugal   €1.307,28 Low skilled applicants: €600,-  Highly skilled applicants: €1.307,28
Romania     High-school degree job applications: 2.080,- leu  University graduates and minimum one year seniority: 2.350,- leu  Construction industry applicants: 3.,000,- leu  Highly skilled applicants: 8.324,- leu (to be confirmed)
Turkey     2.558,40 – lira   Salaries must be proportional to the position.
Ukraine     Local Hire Work Permit: 41.730,- hryvnia   Special Local Hire Work Permit: - Highly paid professionals: 208.650,- hryvnia   - Employees of NGOs, charities and educational institutions: 20.865,- hryvnia   - Other  types of Special Local Hire Work Permits: 4.173,- hryvnia   Accreditation (service) card: 4.173,- hryvnia

How Does This Affect the Client? 

  • Employers must increase new foreign national hires’ salaries to comply with the new requirements.
  • Employers should adjust their budgets for hiring foreign nationals, keeping the new minimum salary requirements in mind.
